Blake D. Carter, P.E. founded WESTEX Consulting Engineers, LLC in 2020 to provide realistic soil assessments for land development and improvement projects. Since its inception, Carter has been a visionary and has recently added multiple subsidiaries under WESTEX Consulting Engineers to broaden the scope of their expertise from coast to coast. These new subsidiaries include:
Tier 1 Engineering: Engineering services for geotechnical and materials testing
Precision Pipeline Services: High-tech pipeline inspections using a mobile CCTV truck equipped with advanced cameras
E3: Exterior Elevated Element safety inspection services
Biax/Foundations for America: Foundation-forming systems designed specifically for building on expansive, compressible, liquefiable, or rocky soils
Carter earned a Bachelor of Science in Civil and Environmental Engineering, as well as a Master of Science in Civil Engineering from the University of Nevada, Reno. He has remained an active and engaged alumnus, giving back to the University in numerous ways.
Throughout his career, Carter has served in several jobs from the ground up. He enjoys educating and mentoring people while sharing his experiences in engineering and construction. Beyond his professional success, Carter is deeply committed to his family and community. He is a proud husband and dedicated father of two daughters. In his downtime, Carter dedicates his time and support to charitable causes, such as the Nevada Kids Foundation and Northern Nevada Children’s Cancer Foundation. He is also a member of the Optimist Club of Reno, a volunteer organization focusing on making a brighter future for our youth.

Brian T. Clark, P.E, joined WESTEX Consulting Engineers as quality manager in 2023. Clark is also the president/founder of Tier 1 Engineering (a subsidiary of WESTEX Consulting Engineers), providing engineering services for geotechnical and materials testing. With a strong background in concrete and construction materials, Clark founded Tier 1 Engineering in 2021 to focus on delivering high-quality solutions that prioritize precision and reliability.
A native of Reno, Nevada, Clark earned his Bachelor of Science in Civil Engineering from the University of Nevada, Reno. With over 20 years of experience, he has practiced engineering throughout northern Nevada and California and is currently based in southwest Florida. Clark serves as a mentor to young field and lab technicians and is an official examiner for the Northern Nevada/California Chapter of the American Concrete Institute (ACI). In his downtime, Clark enjoys watching football, playing golf, and is a dedicated family man to his wife and sons.

David T. Edgington, P.E., serves as the Geotechnical Manager at Westex Consulting Engineers, a position he assumed in 2024. In this role, he oversees the geotechnical department, leading geotechnical investigations and providing quality control engineering services during construction projects.
A native of Reno, Nevada, Mr. Edgington holds a Bachelor of Science in Geological Engineering from the University of Nevada, Reno. With over 25 years of experience in the construction industry, he specializes in geotechnical recommendations, complemented by extensive expertise in construction materials and inspections.
Dedicated to professional development, Mr. Edgington actively mentor’s young engineers, fostering the next generation of talent in the field. Outside of work, he enjoys camping with his family, playing golf, and pursuing his passion for fast cars.
